Evaluation and Therapy of English Language Learners: What We Need to Consider

Elsa Cárdenas-Hagan, Ed. D., CALT

Elsa Cárdenas-Hagan, Ed.D, is a Bilingual Speech Language Pathologist, a Certified Academic Language Therapist, and a Qualified Instructor. She is the Director of Valley Speech Language and Learning Center in Brownsville, Texas which was established in 1993. She also works with Texas Institute for Measurement Evaluation and Statistics at the University of Houston. Dr. Cárdenas- Hagan is the author of Esperanza (HOPE), a Spanish language program designed to assist students who struggle with learning to read. She was the co-principal investigator of a longitudinal study funded by the National Institute of Child Health and Human Development and the Institute for Education Science that examined the oracy and literacy development in English and Spanish of Spanish speaking children. She serves as the Vice President for the International Dyslexia Association, the Chair of the National Joint Committee on Learning Disabilities, and has authored curricular programs, books, chapters, and journal articles related to oracy and literacy development for English Language Learners.

Jeffrey Black, M.D.

Jeffrey Black, M.D., is the medical director of Luke Waites Center for Dyslexia & Learning Disorders at Texas Scottish Rite Hospital for Children and clinical professor of pediatrics at UT Southwestern Medical Center. He has held faculty positions with the departments of pediatrics at University of Maryland, the Medical University of South Carolina (MUSC) and the University of California at San Diego (UCSD).He practiced general pediatrics part-time in Baltimore and taught ambulatory pediatrics at MUSC. While at UCSD, he was director of pediatric primary care and director of the Learning Evaluation Center. He has been a member of the editorial board of the Journal of School Health and is a reviewer of publications for Pediatrics and Journal of Developmental and Behavioral Pediatrics. His publications cover topics ranging from children’s reaction to divorce, AIDS education, pediatric residency training,learning disorders, academic achievement, school readiness, subtypes of arithmetic disabilities, and efficacy of dyslexia intervention. He has been the recipient of the Outstanding MSLE Professional Award from the International Multi-sensory Structured Language Education Council and has been recognized by D Magazine as one of the best pediatric sub-specialists.

David A. Kilpatrick, PhD, is associate professor of psychology for the State University of New York, College at Cortland. He is a New York State certified school psychologist with 28 years of experience in schools. He has been teaching courses in learning disabilities and educational psychology since 1994. David is a reading researcher and the author of two books on reading, Essentials of Assessing, Preventing, and Overcoming Reading Difficulties, and Equipped for Reading Success.
